the quota is a method to ensure that no one person can monopolize the system.
the system default quota is 512Mb, which is enough to hold around 350,000 64x64
static avatars or 35,000 64x64 animated avatars.
there is no limit on how often your avatars are seen, how much bandwidth you
consume or how many times you hit refresh on your random avatar like a demented
loon.
